What happens when invitation link SMS messages are sent to a "dumb" phone? Is this considered "unreachable", or is it a gray area where unreachable patients are being counted as reachable?
Answer:
We consider a device "reachable" if we get a success response from AWS Pinpoint when we attempt to send an SMS message. "Reachable" doesn't imply that the device itself has the ability to access the web and login.
We also don't know for certain if the number actually received the message, we just know that AWS Pinpoint told us the attempt to send it succeeded.
It wouldn't be possible to verify that the device that received an SMS is a smart device, so it's possible that some phones that are considered "reachable" won't be able to use ER/Care Advisor.
